This is a superb photo. I love the reflections in the street, even catching parts of the Old Courthouse. The low clouds provide a reflected backdrop for the Arch.
I remember growing up in Cincinnati, much more rain than snow for Christmas. Bu the rain gives you a reflection and nice fog that snow could never offer.
