No, not from everywhere. The Arch is a...Hi, dsole. No, not from everywhere. The Arch is about 210m high, much shorter than, say, the Eiffel Tower. You can't see that from everywhere in Paris. There is a bridge over the Interstate (motorway) near where I live with an unobstructed view to the city center about 20km away.
